Does adaptation finance reach the most vulnerable regions?

How does the regional distribution of tracked adaptation finance compare with the distribution of country vulnerability within those regions?

The question

A region can receive substantial finance while vulnerable countries within it remain obscured. This primer separates regional allocation from country-level need rather than constructing a false financing-adequacy score.

Why it matters

The distribution of adaptation resources matters alongside their global total, particularly where vulnerability and limited capacity coincide.

The AR6 anchor

AR6 assesses insufficient adaptation finance and finds that support for highly vulnerable regions and people can improve adaptation outcomes (high confidence).

Evidence and comparison

Unit of analysis
Region-finance-period with the full distribution of constituent country scores.
Baseline and denominator
Retain nominal monetary units within each reporting period. Use unweighted country medians and distributions, not summed index values; document small-state and missing-country coverage.
First descriptive test
Compare regional shares of tracked adaptation finance with country vulnerability distributions, retaining unallocated finance and dual-benefit categories separately to avoid double counting.
Deeper analysis
Test region crosswalks, matched-year choices and vulnerability components. Report how concentration changes with domestic-flow inclusion where separately observable, without imputing invisible private finance.

Uncertainty
Tracked finance is incomplete and vulnerability is multidimensional. Their comparison cannot establish a dollar-valued financing gap or the causal return to adaptation spending.

What these data do not show

  • A regional allocation cannot show which communities receive support.
  • Finance volumes do not measure project quality, avoided damage or total adaptation need.
