What does the grant-and-debt mix reveal about adaptation finance?
How do the financial instruments used for tracked adaptation finance vary across reporting regions and their readiness profiles?

The question
Equal face-value flows can carry different repayment obligations. The proposed study distinguishes grants, concessional debt and other instruments without assuming that the available totals reveal recipient debt sustainability.
Why it matters
The financing instrument affects the nature of support, so aggregate adaptation totals alone cannot describe its affordability or distributional implications.

AR6 assesses finance as a critical enabler of climate action and identifies equity and support for vulnerable groups as contributors to climate-resilient development (high confidence).

Evidence and comparison
- Unit of analysis
- Region-instrument-reporting-period, with country-score distributions retained as context.
- Baseline and denominator
- Compare instrument shares within the same adaptation-finance boundary and currency period. Face-value loans are not grant equivalents; unclassified instruments remain visible.
- First descriptive test
- Show the recorded grant, concessional-debt and other instrument mix, displaying absolute flows alongside shares only where the joint adaptation and regional breakdown exists.
- Deeper analysis
- Test whether regional differences persist across reporting periods and classification choices. If only separate marginal tables exist, do not reconstruct a nonexistent joint distribution.

- Instrument categories omit interest rates, maturities and contingent liabilities in many aggregates. Readiness is not a credit rating and cannot substitute for fiscal-capacity data.
