How large are carbon-pricing revenues beside tracked climate investment?
What is the scale of reported carbon-pricing revenue relative to tracked climate-finance flows over genuinely comparable periods?

The question
Public revenue and climate investment are different accounting flows. Comparing their scale can inform fiscal discussion without claiming that carbon receipts were spent on the projects being tracked.
Why it matters
A revenue headline says little about funding adequacy or allocation unless the comparison's period, currency and coverage are explicit.

Evidence and comparison
- Unit of analysis
- Matched geography-reporting-period, with receipts and investment recorded separately.
- Baseline and denominator
- Prefer common-period nominal USD as published; preserve paired-year averaging. Do not invent inflation adjustments or sum overlapping European and national receipts.
- First descriptive test
- Compare annualized flows only when period definitions permit; display revenue alongside total and public climate finance, with explicit coverage notes rather than a funding-coverage percentage.
- Deeper analysis
- Test sensitivity to global versus compatible regional coverage and the inclusion of private finance. Show unmatched fiscal years instead of silently shifting them.

- Currency and reporting changes may explain apparent growth. Gross investment is not net public expenditure, and public receipts do not identify an earmarked destination.

What these data do not show
